Role: Mr. Gambla served as the Program Management Office Director for the joint US/Saudi Arabia critical infrastructure protection program, OPM-MOI. Mr. Gambla led the establishment of the overall program management framework to include strategic alignment, governance, benefits delivery and stakeholder engagement. Mr. Gambla has also trained more than 50 US and KSA personnel in program/project management.

Role: Mr. Gambla provided in-country Subject Matter Expert guidance for the Supply & Logistics Internal Control Evaluation (SLICE) effort

Impact: USAID implemented the pilot evaluation tool in Benin to better understanding the internal control environment and risks associated with the supply of anti-malaria drugs to six additional countries in Africa.

Role: Mr. Gambla led the business Subject Matter Expert guidance regarding the Afghan government’s capacity to provide fee-for-service, static and convoy security services.

Impact: Mr. Gambla formulated sustainable business model options to consider for the $900 million/year enterprise in the areas of legal entity, governance, initial capital, budget, contracts, finance, procurement, logistics, pricing, and internal controls.

USCG and NRO Project Manager,
Aug 2008 – Feb 2011 (BearingPoint/Deloitte)

Role: Mr. Gambla served as the Project Manager supporting the US Coast Guard and the National Reconnaissance Organization audit projects overseeing planning, executing and benefits delivery involving more than 150 contractor and government personnel in 47 discrete workstreams.

Impact:

o Increased team size and revenues fourfold over the course of the project

o Assisted client with increasing percentage of supportable total assets and liabilities on its balance sheet from 55% in 2009 to an estimated 90% in 2011

o Identified a $1B overstatement in actuarial pension liability balance and conducted a root cause analysis to prevent future misstatements

o Agency received its first unqualified, “clean” audit opinion

o 99.0% quality, on-time, deliverable success rate for more than 1,000 deliverables

Role: As Finance Manager and then as Program Business Manager, Mr. Gambla led the contractor’s $150 million/year business management planning, executing, and monitoring efforts in Finance, Accounting, Procurement and Contracts. Mr. Gambla worked and traveled extensively in Africa, Iraq and Afghanistan during this period. Projects included overseas Business Operations, Airfield management, Base Operations and Maintenance, Construction projects, and Program Management roles in Peacekeeping efforts for the US government.

Impact:

o PAE grew more than 200% during this period

o US goals were met in multiple African peacekeeping support activities

o More than 2,000 US personnel in Djibouti achieved mission success
