Professional Synopsis
PERMIT TO WORK COORDINATOR KEY RESPONSIBILITES :
Permit to Work Coordinator for Construction, Commissioning and Operation, responsible for the Coordination of the Bridging work permit. Handling lectures training to all employees in the project site. Directly responsible to provide centralized control over the LOTO while providing an equivalent high level of safety to all employees that are working in energized system.
The person designated by the OIM , Commissioning Manager , Conversion Manager to be responsible for coordinating and administering the Permit to Work System . He must ensure the implementation and administration of the Lock out / Tag out (LOTO ) under the PTW procedure.
Encoding all work permits in the PTW Tracking Data Base. Make sure isolations certificates ( ICC )are cross referenced to all active work permits that requires LOTO to prevent conflicting activities with the construction, commissioning and operation.
To see to it that daily and weekly audits is done in the PTW system. To operate as the Central Coordinator of all work permit including the provision of formal authorization that all permits & preparations required have been examined for mutual compatibility. To assume responsibility to answer OIM and has the OIM authority to suspend or refuse to issue work permit , I consider unsafe or incomplete.
Issuance of daily work permits , see to it that proper attachment are in place like SLD , P&ID , JSA , Risk Assessment and the work applied for are having DMCC (Discipline Mechanical Certificate) to show the System is totally completed and is ready for energization. Boundary limits of acceptance are properly Highlighted, isolations points are properly marked and Notice of Energization are already circulated.
To make daily site inspection to make sure all work permits description, isolations are properly followed according to the PTW procedures and project requirements. On site cancellation of work permits that are violated by the workers to make sure safety of workers are strictly adhered.
Effectively set up and run / register for lock out / tag out ( LOTO ). Final review sign on / sign off and issue PTW work permits . Implementing LOTO procedure through start up, set up implement and operate Commissioning Permit to Work System. Full understanding of the work to be done and give authorization of the protection required to make the system safe / equipment’s safe to work.
To coordinate between Construction, Commissioning and Operation regarding work permits application to prevent unnecessary delay , to make sure every discipline are safe while implementing the required jobs to be done. Ensuring that all active work permits are highlighted in Daily Permit Coordination Meeting to prevent clashes of activities between construction , commissioning and operation.
To implement proper PTW training modules that will suit to project requirements. To make sure System Responsible Engineers, Area Authorities, Performing Authorities, Isolating Authorities are properly train In the system to include competent technicians and subcontractors employees in the project site.
COMMISSIONING ELECTRICAL SUPERVISOR KEY RESPONSIBILITES :
Review contractor compiled / submitted mechanical completion packs, ensure correct compilation and data documents for job package handover. Ensure all documents relevant to compilation & data requirements of the handover certification packs are at correct status at date of submittal attendance to associated completions / commissioning status and handover meetings. To correct status reports, achieve timely handover as per defined by pre-commissioning / commissioning schedule.
To ensure the complete compliance of the activities with the safety procedures and practices. Supervising all checking and testing necessary to complete the works , loop checking and handover including all necessary documentation. Hands on in pre-operation & verification, commissioning of LV/MV switchgears, test ct , VTs , internal wirings for panels , local operation and functional test for LV/MV control and protection settings.
Evaluating the joint resistance value and proper formation of bus duct lines from switchgears to transformer terminal point to ensure smooth operations Implementation of the Permit to Work procedures for commissioning works. Ensure no one will work without permits in areas under my supervision. To conduct Tool Box talk meeting prior to start the work to make sure all competent technicians under my supervision are properly informed regarding the hazards in energized system.
Performed regular checks / test systems cables prior to energization , reported accordingly to Commissioning Manager of technical deficiencies / trouble with production /evaluation and recommend appropriate solutions to establish a uniform procedures for performing cable test operations.
Spearheaded the overall activities of commissioning in areas under my responsibility including commissioning works in MV/LV Switchgears, Compact Substations, local motors controls, commissioning and weekly monitoring of Cathodic protection in Diesel , Gas and Jet Fuel pipelines from underground facilities to Aramco Refinery to include solar system in Boaster stations.
Piloted the 360 hours endurance test for Power Generation responsible for the full in load Bank Type- P12302 for Generators in Power Generation Area.
Verified the electrical equipments in alignment with the specified designs, drawings, data sheets as well as respective Equipment Tag numbers. Compared overload relay protection with the motor full load current for proper sizing and eliminated variances. Responsible for measuring bus bar resistance, bus bar joint contact resistance of LV Switchgears using DLRO testers.
Accountable for loop checking of control and power cables from Substations to field equipment , point to point from equipments to JBD , CPC Panels. Supervised functional test of local control stations, oversaw functioning of instruments and control prior to energization.
Accompany walk downs with the construction teams , checking all punch list items are rectified prior to accepting the ( DMCC ) Discipline Mechanical Completions Certificate that shows system are totally complete and are ready for energization. Working with the circulation of the Livening Notice to all concerns prior to apply for work permit for equipment’s energizations.
KEY RESPONSIBILITES OF ELECTRICAL INSTALLATION SUPERVISOR :
Supervised authorized Raychem certified electricians in performing terminations of cables in indoor / outdoor cables for transformers, MV / LV switchgears, Compact Substations to include joint terminations of MV cables.
Supervised cable pulling operations monitoring works in field to ensure cables used in areas are pulled according to job packages specified specially in hazardous zones. Giving proper advises in charging cables to every job packages in order to minimized scrapping of cables that will results to losses of production.
Supervised installation of cable trays in underground areas, installations of supports and check accordingly of earthing bonding are installed in every joint, cable routing and check if all works are done according to specified drawings , installation details and engineering standards to include installations of conduiting.
Supervised in installations of LV / MV switchgears in Substations. See to it that equipments are installed in accordance with the detailed drawings. Give proper advice to installer electricians to follow strictly the manufacturer’s installation standards relevant in alignment of bus bar and torque bus bar according to manufacturer’s data.
To raise clarification request to drawings, details of installations that cannot be applied due to clashes between civil or mechanical works. To submit proposed drawings applicable for the solution of the conflict for the project engineering team to raise site query to clients for approval.
To conduct Tool Box Talks to all electricians, technicians working under my supervision to give them awareness to follow strictly engineering standards, drawings, installation details, rectify QC comments to prevent difficulties in closing job packages in completed work areas and to work in accordance with the safety culture to prevent injuries while doing the necessary works to be done.
Superintended the installation works for various job packages and oversaw the installation operations strictly adhere to drawings, specified installation details and engineering standards procedures.
Interacted effectively with installer’s electricians & instrument technicians to ensure sound availability of technical documents, drawings, installation details and timely delivery of materials on site for incessant services. Analyzed project deficiencies affecting production, quality and safety requirements prior to final evaluation to implement corrective measures thus ensuring smooth functioning timely completion of the work in areas under my supervision within the specified budget.

Maintenance of Ring system Power Distribution in underground areas 13.8KV, Distribution boxes for Motor pumps , 250 HP Ventilation Motors in underground areas plus lighting system. Supervised monthly servicing of
Electrical equipment’s used in drilling operations to ensure smooth and trouble free drilling operations in underground tunnels. To record all spare parts materials updated for future references when ordering materials.
