Halcrow, in association with Costain and Colas (called A-one+), is the Managing Agent Contractor (MAC) for the Highways Agency (HA) Area 7, 10, 12 and 14.

Tahir was seconded to A-one as a Senior Engineer and led a team of 5 graduates and technicians, involved in a management and design of civil engineering projects. This includes major and minor maintenance and improvement of HA assets in Area 7 to the required UK standards. The projects which I managed included Pavement resurfacing, drainage, signings, road markings, street lighting, installation of new safety barriers and junction improvement works.

Tahir responsibilities included raising of requisition for project works, weekly progress report submission, resource planning, and budget controlling for assigned projects. Also was responsible for Resource forecasting and workload planning. Chaired familiarization and buildability meetings. Submitted recommendations on Area 7 schemes, design proposals for bidding.

Involved in Health and Safety improvement for A-one+ employees and was member of A-one+ (Area 7) Health & Safety improvement group. Mentored graduates to become professional members of ICE.

Tahir worked as an Assistant Supervisor on A52 Framework Project for six months. My responsibilities included site supervision; assessing compensation events, liaising with client and sub-contractors, issuing change of work information according to NEC3 Contract and reviewing Tarmac send profiles & invoices for payment applications.

Highways Design Engineer

Halcrow International Partnership, Sharjah, United Arab Emirates.

2009 UAE: Maliha School Access Road, Sharjah

Tahir worked as a Highways Design Engineer on this project. Prepared Budget Estimate and Pavement Design for an access road. Submission of tender documentation for detailed design.

Client: Sharjah Municipality, UAE. (Cost 10M AED)

2009 UAE: Madam Road Interchange, Sharjah

Tahir worked as a Design Engineer and supervised technicians and graduates in delivering preliminary design of this project. The preliminary design included programming, design criteria, budget estimate, design drawings and preliminary design report. The project involved the design of a grade separated junction using primarily the Dubai Design Manual.

Client: Sharjah Municipality, UAE. (Cost 35M AED)

2008

UAE: Sharjah Dubai Border Road (Jn 8E- Jn 14H)

This new build highway project was commissioned to relieve the congestion on the Sharjah Dubai Border Road.

Tahir prepared Concept Design Report including budget estimates for four different alignment options including recommendation for the best alignment option based on the multi-criteria analysis. Produced design criteria, programming using MS Project and Health & safety and Environmental Assessment.

Tahir supervised technicians and graduates in producing alignment and traffic management design. Checked tender drawings and contract documents for construction.

Client: Sharjah Municipality, UAE. (Cost 50M AED)

Assistant Engineer

Capita Symonds, Carlisle/Blackburn, Infrastructure Team, United Kingdom

Tahir worked on Section 278 and Traffic Calming scheme design in the Blackburn Area. Tahir worked on the Leamington Mosque car park, Blackburn Town Centre Cycle Improvement and localized Stones Bank Road Junction Improvement Projects.

Tahir prepared Budget Estimates and design of different pavement options for access road of Albions Chemicals Sandbach Water Treatment Plant.

UK: Furthergate Bus Lanes, Blackburn

This project involves a segrated bus lane at Furthergate. Tahir was involved in the tendering process of topographical and site investigation surveys. Tahir liaised with statutory companies for services diversion to get the estimate and necessary approvals. Prepared Cost Plan for services diversion and surveys.

Client: Blackburn and Darwen Borough Council. (Cost £1.3M)

2007

UK: M1 Junction 37-39, Widening and Active Traffic Management

The widening option involves design of 10km of 4-lane dual motorway (P4L) including upgrading of nine underbridges to reduce congestion on M1 (JN 37-39), especially during the peak times.

Tahir worked as an Assistant Project Manager and produced the Preliminary Design for Widening & Active Traffic Management Options. Liaised with teams involved in design and utility companies. Submitted design drawings and documents to Highways Agency (HA) on time and within budget.

Tahir was involved in pavement design, grade separated junction layout design, price estimation, submission of 118 departures from the standards and pavement evaluation of existing 3-lane dual carriageway. Tahir proposed pavement design based on long life pavement standard to reduce the whole life cost of pavements.

Tahir prepared local procedure for sub-consultant management and customer satisfaction for Capita Symonds Business Management System.

UK: M1 Junction 39-42, Widening and Active Traffic Management

The widening project involves design of 12km of 4-lane dual motorway (D4M) including upgrading of nine underbridges and two overbridges to reduce congestion on M1 (J39-42), especially during the peak times.

As an Assistant Project Manager, Tahir submitted documents to HA on time and within budget. Liaised with teams involved in design and utility companies.

Tahir was involved in the determination of landtake and design of safety barrier, pavement design, cost and design assumption reports. Involved in the production of design drawings using Auto-Cad software and cost estimates. Tahir checked the compliance of the geometric design using DMRB TD 22/06 and TD 9/93 standards.

UK: A1(T) Brough Beck Resurfacing

As a Project Manager of this scheme, Tahir prepared risk assessment, pre-construction health and safety plan, bill of quantities and submitted traffic regulation order. Tahir was involved in the specification, pavement drawings and traffic management drawings using Auto-Cad and Auto Sign softwares.

2006

UK: A1M Coatham Mundeville to Junction 60 Bradbury

This project addressed worn out road markings and road studs between Junction 59 and Junction 60 for a length of 10km. As a Project Manager, Tahir delivered this design within budget and on time. Produced road markings drawings and designed traffic management to carry out works in a safe way. Road markings drawing of this scheme produced by Tahir was included in the A-one Company best practice drawings.

2005

UK: Blind Lane Interchange Widening

The project involves widening of circulatory carriageway and its arms at the Blind Lane Interchange to reduce the congestion at peak times. Tahir produced pavement design for a circulatory carriageway as per DMRB Design Manual.

UK: A1 Londonderry to Leeming Bar Signing

The project involves improvement of the signage along A1 (Londonderry to Leeming Bar). Tahir designed permanent traffic signs using Auto Sign

software. Also produced Traffic management design, specification and bill of quantities for this project.

UK: A66 Overbridge Resurfacing

This project addressed the defective surface course on the A1(M). Tahir as a Project Manager prepared Designer, environmental and commercial risk assessment. Liaised with utility companies and produced pavement and road marking design. Submitted bill of quantities and specification to the Construction Team.

2001-2003

Pakistan: Residential Properties Construction

Tahir was involved in the site supervision of the local villas in Hayatabad, Peshawar. Responsibilities included planning permission, approval, works measurement, management of construction works, including procurement of material, labour and plant.

(Construction Cost 3M-5M Rupees).
