Overall responsibility for field triage, first aid treatment, traffic flow and transportation of all the casualties to the designated medical facilities. The EMS CHIEF Officer should plan and identify roles and responsibilities of each member of the EMS Department for implementation during mayor disasters (MCI System)

The be program shall be implemented as part of continuous in-service training for all EMS Personnel, fire service members and other personnel as directed by the government. Training sessions shall address theoretical and practical applications and others duties assigned.
