“Tashkent City” International Business Center Directorate is a Government Organization in charge of 80ha high-rise development in the center of Tashkent. I joined the project with my team of 7 professionals (developers & project managers) for 6-month contract to build project and corporate organizational structure, draft project execution plan, develop commercial and architectural concept, write full set of procedures needed, establish the document management system, estimate the project budget (CAPEX & OPEX), organize a number of tenders, present Marketing & PR strategy, train local team.
My team built working relations with Uzbekistan Government and Investors. Educated all project participants about modern Territory Development standards and Project Management methods. My team presented the summary of “Tashkent City” project experience to City of Tashkent Mayor as a road map for new territory development projects.

Project - HUMO Arena (20ha Olympic Ice Arena and Multifunctional Training & Entertainment complex). Joined the project with my team of 4 professionals to provide full set of Client Representation services: tendering, design management, scheduling, contract drafting/negotiation/administration, procedures development, project reporting, MOP drafting, document control (transmittals, RFI, submittals), and local team training.

Role: Head of Implementation / Director of Construction (1-year contract)
Managed numerous projects & programs for IDeA Foundation throughout Armenia & Georgia including World’s longest ropeway (Wings of Tatev) reconstruction, Halidzor Amusement Park, Larger Tatev Areal Development, Dilijan City Master Plan.
Developed the project governance structure: project roles definition, project phases’ description, project management manuals and business process matrixes. Assisted in overall company operations reform.
Brought number of the projects from project idea, through incubation to implementation stage, including presenting the projects to the investors & donors.
Introduced & implemented internal invoicing business process for all company construction & design services.
Reformed the design & construction departments into independent business units. Developed business units’ P&L. Presented new reporting procedures & templates for capital projects, trained local personnel.
 Azurit (Yerevan, Armenia)
Role: Consultant (4-month contract) 2016-2017
Azurit is the largest Mining & General Contractor in the Region. My team successfully prepared the number of Bid Packages per international Standards (Amulsar Gold Project). My client was granted the 2-year contract on building the infrastructure for Gold Mine, Processing Plant and River Dam. We consulted on restructuring the company Project Management Office, developed project control manuals, drafted company HS&E policy.



Castorama / Kingfisher (London, UK / Moscow, Russia) 2013 – 2016
Director of Construction & Maintenance
Managed all Construction & Maintenance operations countrywide: 5 sites in pre-construction, 3 new big box stores under construction & 20 in operation. Started the modernization program for all existing stores: LED lighting & BMS retrofit, structural upgrade, roofing replacement & interior remodels. Personally controlled all pre-construction activities: design, permitting & connection to the city utilities’ and road access.
Wrote the tender procedures, started on developing the vendor list of prequalified contractors, suppliers & consultants to accommodate future major property expansion.
Introduced the standards for maintenance data collection & analysis: electronic work requests processing & uniformed cost codes for all maintenance & construction expenses.
Supported the expansion processes: pre-acquisition & pre-construction due diligence, presentations for investment committees, supervised the preparation of dozens of pre-designs & budgets estimates for potential stores.

Account Executive
Performed estimating, management and invoicing of multimillion-dollar projects for Pacific Gas & Electric account. Project responsibilities included scope definition, design & construction management for capital and infrastructure projects, as well as tenant improvements and building renovation projects.
Provided Turn Key services for variety of projects: technically complex MEP upgrades for Data Centers and High-rises; electrical substations and Grid Control infrastructure; Generator Plants and Cooling Towers; Service Centers & Office Buildings.
Supervised drafting of dozens of MOP (method of procedures) for Electrical & Mechanical projects. Commissioned critical equipment: generators, UPS, air handlers, chillers. Led modernization of monitoring systems at different PG&E critical facilities.
Scheduled, priced and supervised over 100 projects per year. Supervised the team of project managers and consultants (up to 60 professionals).
Worked closely with CBRE and C&W on PG&E corporate real estate expansion and operation programs: feasibilities, budgets, risk assessments, optimization strategies.

Managed new construction and renovations of high-end custom houses, condos, office buildings, hotels, wineries, retail, restaurants and fitness centers. Supervised major reconstruction at NASA base (Moffett Field, California).
