Short Bio:

Engineer Bilal Ahmad Khan is an Electrical Engineer for UET Lahore. He is also a PMP and got his certification in March 2103.
Engr. Bilal was awarded the Presidential Talent Award, Aizaz e Sabqat in 1996 for standing first in the Intermediate Exam from Gilgit Baltistan.
Engr. Bilal has over 11 years of working experience in Project and Program Management. He has worked in Siemens in Pakistan and Dubai and Alstom in Pakistan.
Engr. Bilal has worked in Power related projects including Design, supply, installation & commissioning of 220/132kV, 132/11kV Substations, Monitoring and Control SCADA System and other Power related projects.
His is currently executing a SCADA control system Program for the power network in Pakistan, which is very near to completion.

Details of Job Responsibilities During Project Management


  • Examination of tender documents and preparation of offers for turnkey high voltage substation projects.
  • Price calculations and preparation of technical and commercial bids including requisite documentation.
  • Preparing Project Charter for projects.
  • Defining and managing Scope, creating Work Breakdown Structure (WBS).
  • Developing realistic project schedule. Following approved schedule, crashing and fast tracking of schedule according to the availability of resources and nature of work to keep the Schedule Performance Index (SPI) nearest to baseline.
  • Determining Project Budget by calculating activity cost estimates and then aggregating them to Work Packages / Cost Estimates. Adding Contingency Reserves to the Work Packages / Cost Estimates to reach Cost Baseline and then adding Management Reserves to reach to final Project Budget. Monitoring and Controlling costs using earned value management (SPI, CPI, CV, SV), forecasting (EAC, ETC), reserve analysis and project management software.
  • Execution of projects according to Project Management Plan.
  • Change Management by handling approval / reject of all change requests through perform integrated change control process and procedures laid down by PMO.
  • Procurement of electrical substation equipment mostly from European countries including technical / commercial clarifications with sub suppliers/subcontractors. Close liaison with foreign vendors and contractors.
  • Design review co-ordinations, follow ups with Consultant and Client for the approvals on design documents for Transformers, Shunt Reactors, Capacitor Banks, High Voltage Equipment, Switchgears, Relays, SDH/PDH system, PLC equipment and RTU & SCADA system.
  • Negotiations with suppliers using negotiations skills for procurement of equipment.
  • Co-ordination of various activities with Design / Engineering Department for both Primary and Secondary Engineering.
  • Review and submission of documents for approval & follow up with approval procedures for Sub suppliers/Subcontractors.
  • Responsibility for the interpretation and application of design documents.
  • Monitoring of Manufacturing & Project Status by Progress Reports in order to meet critical targets during various stages of a project.
  • Follow up and clarification meetings with the Client / Consultant for design approval of Substation equipment.
  • Ensuring the completion of projects within cost & time by proper planning and achieving deadlines as per time schedule.
  • Developed Staffing Management Plan as a part of HR Plan which includes staff acquisition, resource calendars (availability, competency level), staff release plan, staff training needs, recognition & rewards, compliance and safety.
  • Implementation of Communication Management Plan. Controlling communication using tools and techniques information management system, expert judgement and conducting meetings.
  • Performance Reporting which includes analysis of past performance, analysis of project forecasts (both time & cost), current status of risks and issues, work accomplished to date, work to be performed in the next period, summary of changes approved in the period and other relevant information necessary for reporting.
  • Implementation of Quality Control. Co-ordination of Factory Acceptance Tests and conducted FATs in Germany, Switzerland, France for High Voltage Equipment, Telecom SDH equipment and RTUs at the works of Siemens, ABB and Alstom respectively.
  • Supervision of Installation, Testing and commissioning of HV Substations.
  • Site coordination meetings and resolving site problems.
  • Risk and Opportunity Management by identifying risks, qualitative analysis and quantitative analysis of the risks. Mitigation strategies to the threats and exploiting, enhancing the Opportunities. Monitor & Control risks throughout the projects.
  • Stakeholder management by identifying stakeholders, stakeholder analysis, developing stakeholder management strategies to effectively engage stakeholders throughout the life cycle of the project / program. Communicating and working with stakeholders to meet their needs / expectations and address issues as they occur. Adjusting strategies to monitor stakeholder relationships and plans for engaging stakeholders.
  • Successful Claim Management. Preparation of Time Extension Claim in coordination with Claim Manager. Receipt of Extension in Time for Completion of the Program from the Customer (NTDC / WAPDA).
  • Monitoring and controlling scope, time & cost against baselines and taking corrective actions, preventive actions and defect repairs.
  • Up gradation of DEWA PDH network to SDH (STM-1) using ABB solution in Dubai.
  • Team building, coaching, mentoring & managing teams. Managed teams comprising 24 engineers reporting directly in the Load Dispatching Upgrade (LDSU) Program in Pakistan. Conducting performance appraisals of the team members, identifying areas of improvement, strengths & recommending for recognition & rewards.
  • Monitoring, Controlling and Follow up to the Projects by using PM tools and software such as Microsoft Project and Microsoft Office.
  • Preparing invoicing plans, cash flows for the projects in coordination with commercial colleagues. Follow ups for the receivables and ensuring payments on time.
  • Documenting lessons learned throughout the life cycle of the projects and necessarily during close phase or close project.
